Postal Service's Proposal for 5-Day Delivery in the Mail
"We're finding that foot traffic in our
brick-and-mortar post offices has gone down about 30 percent,
a significant drop, just like mail volume," Reid-DeMeo said.
"Every town is going to have a main post office. They just may
not have a main post office and a station and a branch." Amid
reports of possible layoffs, Reid-DeMeo said there would be
rerouting and that the agency could possibly "move people
around." But she said the agency hopes to reduce its workforce
through attrition, noting that 44,000 employees are eligible
for retirement." - Postal Service Files

USPS pushes to cut Saturday mail delivery early next year
Proposal would eliminate the equivalent of 49,000 full and
part-time jobs
"The U.S. Postal Service said Monday it wants to end Saturday
mail delivery by early next year as part of a wide-ranging
plan to slash jobs, save billions of dollars and cope with the
impact of declining mail volume in the Internet age. "Given
the fact that we're facing such a huge deficit, we'd like to
move as quickly as possible," Postmaster General John E.
Potter told a news conference." - USPS

Day in the Life - U.S. Post Office
"On the first Monday of daylight-saving time, 4:20 a.m.
still feels like 3:20 a.m. It is early, by any standard. Like
silent white sentinels in the darkness, mail trucks are lined
up in the parking lot behind the downtown U.S. Post Office.
The hiss and rattle from the Red Arrow plant across the street
pierce the silence. A lone car pulls up and parks. Jeff Senglaub, a post office clerk, fishes for his key and lets
himself in through the employee door. He walks past a row of
racks with carriers' boots drying on top of metal posts." -

Postal Service Takes First Formal Step For Five-Day Delivery
"The Postal Service took the first formal step Wednesday
toward cutting mail delivery to five days a week. The postal
governing board agreed to ask the independent Postal
Regulatory Commission for an opinion on dropping Saturday
delivery. That request goes to the commission next week. Under
the proposal, mail delivery to homes and businesses and mail
collection from blue mailboxes would be limited to Monday
through Friday." - Postal Service

Postmasters lobby Congress as proposals to cut mail deliveries
and close post offices are finalized
"Tony Iezzi, who celebrated 36 1/2 years with the service
this week, suggested the agency could afford to lose a few
district and regional managers. Comparing the current
management structure to a big, heavy Cadillac, Iezzi said:
"They want to downsize the motor to get better miles per
gallon. They're not looking at the bigger picture. They need
to make the management vehicle smaller." -

Postal officials expected to back five-day mail week
"Potter is scheduled to present the plans to the Postal
Board of Governors on Wednesday and the Postal Regulatory
Commission on March 30. Both panels are expected to approve
the plans; Potter would then pivot to the more challenging
task of convincing Congress. Lawmakers must change a law
mandating six-day mail delivery before the Postal Service can
make cuts." -

Senators
challenge Postal Service's 10-year rescue plan
"The top Republican on the Senate panel that oversees the U.S.
Postal Service said Thursday that a financial overhaul plan
that includes cutting mail delivery from six days to five
could set off a "death spiral" for the agency. The Postal
Service "will have to present a compelling case that reduced
delivery will not further decrease volume, setting off a death
spiral," Sen. Susan Collins of Maine said." -

NALC President Rolando Urges Senate Panel to Help Postal
Service by Reforming Pre-Funding Requirement
"Rolando acknowledged that in addition to pre-funding
reform the Postal Service's business model deserves a serious
and comprehensive debate in order to secure the long-term
viability of the Postal Service. "NALC and the other postal
unions are prepared to deal with the lingering effects of the
recession and the negative impact of the Internet at the
negotiating table, just as we have adapted to varying business
conditions for some 40 years of successful collective
bargaining," he said." -

USPS career staffing down by 8% compared with a year ago
"The largest decline was in the clerk craft, which
declined by 26,037, or -13.9%. City carriers, the largest
employee group, declined by -4.9%, or 10,106 employees. Career
rural carriers saw a much smaller decrease, -1.5%, or 1,054
employees. A significant number of rural carriers are part
time, non-career employees, however, and that group saw its
numbers drop by 4,586, or -8.7%. Mail handlers, the smallest
craft, saw a decline of 4,530, or -8.4%." -

Federal Times: Postal rescue plan faces impossible odds
"But few of those measures now appear likely to win
approval - leaving the Postal Service with no clear fallback
plan for closing its mammoth deficits. Mailers railed against
the prospect of sharp mailing hikes; lawmakers dismissed the
idea of shuttering post offices or shortening the delivery
week; and unions balked at staffing cuts and even questioned
the severity of the Postal Service's predicament." -

Building for the 21st Century - PMG Releases Message to
Employees
"Stating that the challenges facing USPS demand multi-faceted
solutions that involve the cooperation and support of all
employees, PMG Jack Potter today releases a plan to shape the
Postal Service of the future. In a message to employees,
Potter says that despite the best efforts of employees to save
money and improve efficiency, economic and technological
forces beyond the Postal Service's control continue to impact
revenues. He expects mail volume to continue dropping -- by 20
billion mailpieces in the next 10 years." -
